The papers of Dr. Thomas E. Posey were placed by him in the Archives of Labor and Urban Affairs in January of 1984, and were opened for research in August of 1984.

Thomas E. Posey was born in Washington, D.C. on June 9th, 1901. He received his Bachelor of Arts in economics from Syracuse University in 1923 and his Master of Arts from Syracuse in 1925. He taught at West Virginia State College from 1926 to 1951. In 1946 he took a leave of absence to lecture at the University of Wisconsin and to work for his Ph.D. in economics and labor relations, which he obtained in 1947. From 1940 to 1942 he was chairman of the AFL-CIO's Political Action Committee.

He served as an economist for the Wage Stabilizaton Board from 1951 to 1952, and then he joined the Mutual Security Agency (MSA) in 1952 and assumed the post of labor advisor in Burma. At the end of his first year the Agency was asked to leave Burma, but on the request of the Prime Minister, Dr. Posey served out his full term until 1954. From 1954 to 1959 he served as an advisor in the Philippines, and from 1959 to 1963 in Turkey. He returned to Washington and held the position of senior policy and planning officer for the Agency for International Development (AID) until his retirement in 1971. During this time, he also taught economics at Howard University. In 1971 he took a position as part-time research associate at the University of Windsor, and taught there until 1979.

The bulk of the collection falls within 1963 to 1975, and reflects his interests in manpower economics, the third world and developing countries, racial discrimination, the history of the black church, and minorities in Canada. There are some materials relating to his years in Burma, but only a few folders of materials from the Philippines or Turkey.

Non-manuscript Material: Approximately 200 loose photographs relating to Dr. Posey's work

overseas have been placed in the Archives Audio-Visual collection. One roll of microfilm labelled "First Baptist Church Windsor Minutes" and one reel-to-reel audio tape labelled "W. Va State, Dr. Posey, 3/7/67, recorded at 3 3/4" are also in the Audio-Visual Collection. Numerous pamphlets and journals received in this collection are available in the Archives Library.

Foreign Service Years, 1926-1963

Boxes 1-3

The correspondence, clippings and working files from Dr. Posey's years as a foreign advisor, 195" to 1963, including copies of foreign legislation and publications from the 1940's and 1950's. Important subjects covered are foreign labor, foreign trade unions, and the International Labor Organization (ILO). Other material in the series reflects the Posey's daily life in Rangoon. Photograph albums and scrapbooks relating to this series are in boxes 14 to l5. Files are arranged alphabetically by subject.

Although this series includes a few items from his years at West Virginia State College, as well as papers from various research projects he pursued independently, it is primarily the office files of Dr. Posey as senior administrator for the Agency for International. Development (1963-197) and as research associate at the University of Windsor (1971-1978). Important subjects are economics, employment and developing countries, as well as Black studies, Blacks in Canada, the history of the Black church, and multiculturalism in Canada. Files are arranged alphabetically either by subject, format or provenance of the material.

Scenes include photographs of native workers and industries, as well as those of Agency personnel, classrooms, offices and living quarters, principally in Burma and the Philippines. Item #3 in Box 14 includes photographs of the United Nations Conference in Geneva in 1963.
