Scope & Contents

The UAW organized Region 2B in the Northwest Ohio area in 1939. In 1937, Richard Gosser was elected President of Local 12 in Toledo (chartered in 1936 and the largest local in the region) and five years later he became Director of Region 2B. In 1947, he was elected an International Vice President, and Charles Ballard succeeded him as Director of Region 2B. Gosser retired in 1964, after he was charged and brought to trial for illegally conspiring to obtain tax records from the IRS.

The papers of Region 2B consist of clippings, scrapbooks, yearbooks, correspondence, memos, minutes, proceedings, brochures, reports and biographies related to Gosser's federal trial, the Willys Overland unit of Local 12, and community activities of the region and locals.
