Scope & Contents
This organization was incorporated in 1969 by a group of Jewish parents of developmentally disabled children and young adults. The group was known as the Parents Association for Jewish Residential Care (PAJRC). The group met at the Jewish Community Center of Metropolitan Detroit and shared their concerns about the future of their children. They advocated for residential, vocational and recreational services for their children as well as those people that were being released into the community from state institutions. Their goals included heightened community awareness and acceptance of the disabled.
Services developed slowly. In 1972, the first co-ed group home serving Jewish developmentally disabled adults opened in Detroit. In 1975 the name changed to the Association for Jewish Retarded. In 1977, a landmark state decision prohibiting local governments from using zoning laws to exclude group and foster homes allowed the group to flourish.
In 1980, the group official took the name of JARC (Jewish Association of Retarded Citizens).
Over the years a constellation of services developed to serve people with a range of disabilities. Programs include semi-independent apartment living, coordinated intervention services for dually diagnosed, and family assistance programs. In 1997 seventeen group homes existed throughout Oakland County. Annual fundraising programs augment state income to provide a high level of service to program participants.
This collection consists of the newsletters, correspondence, bylaws, and records of the Jewish Association for Retarded Citizens from the late 1960s through the 1990s.
