Jurisdictional Dispute Between
Locals 1 and 4, 1937-1964
Boxes 47-48
In 1961, William McFetridge, who had retained the
presidency of Local 1 after leaving the International presidency, waged a
bitter and damaging jurisdictional fight against Local 4, led by International
Secretary-Treasurer, George Fairchild. Charges and counter charges of
corruption, bribery, racism and raiding were alleged. The dispute received wide
publicity as it progressed from the union’s General Executive Board,
through the state courts, even drawing the attention of two congressional
committees. Shortly before the dispute ended in 1965, McFetridge attempted to
regain the presidency of the International, but failed. During the same period,
Sullivan terminated the union’s interest in a Chicago real estate venture
that McFetridge had initiated. These events concluded McFetridge’s
relationship with SEIU. The records within this series document the factional
dispute between Locals 1 and 4 in the form of newspaper clippings,
correspondence, union hearing transcripts, and various court records. Other
important material regarding this dispute is located in the local union files
of Locals 1 and 4, which are a part of Series I of this collection.

In 1942, SEIU created Joint Councils to oversee the
activities and concerns of locals existing within particular cities, states, or
regions. Material found in this series includes correspondence, NLRB decisions,
constitutions and by-laws, clippings, collective bargaining agreements,
activity reports, financial statements, audit examinations, invitations to and
announcements of labor related affairs, subsidy requests and approvals, meeting
minutes and agenda, research reports, organizing reports, speeches, and strike

This series is largely comprised of the files of Executive
Officers and Executive Board Members. The files of Richard Murphy and Anthony
Weinlein, respectively, the Assistant and Executive Assistant to the General
President, also comprise a portion of this series. It should be noted, however,
that Anthony Weinlein’s files contain material created prior to his
tenure as Executive Assistant when he headed SEIU’s Department of
Education and Research, a position he had held since 1943. It is also important
to note that most of Richard Cordtz’s records connected with his
activities as an Executive Board member are located with his International
Representative records in Series VI. The records within this series, which
reflect policy-making at the union’s highest levels, include
correspondence, activity reports, speeches, decisions and orders of state labor
relations boards and the NLRB, constitutions, strike reports, collective
bargaining agreements, and clippings. Files are arranged for the most part

activity reports that the Executive Office required both representatives and
organizers to submit to that office. There is, however, a small amount of
correspondence, clippings, and organizing reports included within this series.
The activity reports offer an often detailed record of the daily activities of
those staff members in closest contact with union rank and file and company
management. Researchers should note that there are some states where there are
no or surprisingly few records for organizers or representatives within this
