Part 1: Community Health Association Collection, 1954-1980

In 1956, UAW President Walter Reuther enlisted community support for a prepaid group medical practice approach to health care.  The purchase of Metropolitan Hospital on Detroit’s west side was the first major step taken to start the plan.  The plan was received with great skepticism by many Detroit area physicians, who considered the new approach “socialized medicine,” but the controversy ended in 1959, when the American Medical Association dropped its longstanding ban against prepaid group medical plans.  Community Health Association (CHA), Michigan’s first official prepaid health care program based on preventive medicine, opened in December of 1960.  In 1972, Blue Cross Blue Shield acquired CHA and renamed it Metro Health Plan; a few years later, Henry Ford Hospital, Metropolitan Hospital and Health Centers and Metro Health Plan, Inc. merged to become Health Alliance Plan, currently Michigan’s largest HMO.

The UAW Social Security Department: Community Health Association Collection contains minutes, correspondence and reports pertaining to the founding and development of Detroit’s first health maintenance organization.

PART 2: General, 1940-1986

The Social Security Department was organized in February, 1948 under the direction of Harry Becker.  The department provides professional and technical advice in designing, implementing and improving collectively bargained private and public sector employment-related benefits and has lobbied on behalf of public programs like Medicare, national health insurance, the HMO Act, pension reform legislation, and the addition of disability income protection to Social Security.  Since its formation, the UAW Social Security Department has established employer-financed pension programs (1949), negotiated employer contributions to worker and family health insurance (1950), secured supplemental unemployment benefits (1955), pioneered employer-paid retiree health insurance, mental health, nursing home and prescription drug benefits (1960s), bargained 30-and-out early retirment benefits and family home health, dental, vision, and hearing aid care (1970s), and expanded job and income security protection (1980s and 1990s).

In 1969 UAW President Walter P. Reuther organized the Committee for National Health Insurance with the help of the resources of the Social Security Department.  The CNHI, a lobbying organization independent of but closely affiliated with the UAW, conducts research and prepares legislation in support of national health insurance.

The records in Part 2 of the UAW Social Security Department Collection consist of correspondence, reports, minutes, research studies, reference and contract negotiations files, company benefit plans and other material related to servicing the health care and social security needs of the union’s members.  Additional records concerning the work of the UAW Social Security Department may be found in the UAW Social Security Department: Community Health Association and the Committee for National Health Insurance Collections.
