The Area Manpower Institute for Development of Staff (AMIDS) was a contractual project funded by the United States Department of Education, Manpower Division, and sponsored by the University of Michigan-Wayne State University, Institute of Labor and Industrial Relations. The AMIDS project was an educational and technical assistance program designed primarily to improve professional competencies of staff personnel engaged in vocational education, manpower, economic development, and human resources program. Through workshops, it served public school personnel as well as representatives of government agencies, industry, labor and minority group organizations concerned with employment and economic growth .
AMIDS was first developed through the efforts of Joseph V. Tuma. Tuma began his career serving as the International Representative for the United Auto Workers Union. He held membership on a broad number of advisory committees and other organizations dealing with manpower utilization, economic development, vocational education and training up to and during his service as the Director of AMIDS from 1967-74.
The papers of AMIDS consist of clippings, correspondence, financial materials, personnel records, press releases, reports, and workshop materials reflecting the administration of an educational and technical assistance program.
