This report was produced by the Washington Higher Education Personnel Board and the Washington State Department of Personnel for then-Governor Daniel J. Evans. This Study analyzes the salaries of state employees to compare the wages for job classifications typically held by men to the wages of those typically held by women. This study conclusively shows that sex discrimination exists. It would take over a decade for the state of Washington to right this disparity. AFSCME Council 28, which represents Washington state employees, led the campaign to conduct the study and implement changes based on its results.
