Phililp Heller was born in Austria, matriculated at New York University, and consequently became involved in the union movement. He began his union career with the New York Knitgoods Workers Union (1937-1945) after which he became Executive Director of the International Solidarity Committee and served in various capacities with the U.S. State Dept. His papers reflect his tenure with the ISC from its founding in 1945.
